ITV Children's programmes and Stephen Carter

Suddenly Ofcom has rediscovered Public Service Broadcasting, and refused to allow ITV1 to drop its weekday children's programs.

Now that Stephen Carter is on "gardening leave", I find myself wondering about this clear change of Ofcom policy.

ITV has, since Ofcom stated, got away with dropping many of it's public service commitments, got massive discounts on the amount it pays for it's licence to broadcast, been allowed to rip off the public with ITV Play, and had it's contracts renewed without a contest.

I cannot help wondering if Stephen Carter has been after the ITV job for a while. The smoke of an ITV that is already moulded in his image suggests a fire - which he was lined up for the job a long time ago.

However long the gardening leave, if he has in any way been feathering his own nest by using his powers as regulator to make a later profit by becoming the head of ITV, he must be both barred from the job AND be dismissed without pay and pension from Ofcom.
